What I found most interesting was the beginning of the last paragraph...

That's most like because they have let the cat out of the bag saying STO IS in closed beta.

Another thing I found interesting, if a little confusing was

'You naturally have a crew – your faithful bridge officers. These NPC officers are highly customizable and are essentially extensions of your skills. Although you start off your journey to strange new worlds with just one officer, you’ll eventually be able to have five or six seats on your ship, with 12-15 officers available to swap in and out of those seats. '

So is that,
you start the game with one seat on the bridge for an officer & then get more seats later
or you get one officer to start with & later get more to fill the empty seats?

At the start there will only be room for one, and later on as you unlock higher ranks and tiers the numbers go up. Ship tiers limit the amount of BO slots available (also dependant on the class of ship, a Defiant won't have as many slots as a Sovereign); your rank will limit the amount of slots you can fill.
This means you can stay a LT-Commander and instead of investing your rep points in your rank, you invest it in higher tier ships. Then you'd have a higher tier ship but not the rank to fill all the slots available.
